About the Company

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Summary

Background

As part of the project activities aimed at strengthening community-based justice mechanisms and promoting peaceful conflict resolution, the organization will conduct Legal Literacy and Conflict Resolution Training Programs for members of the Access to Justice Committees (AJCs) in Bamyan, Khost, and Kunduz provinces.

The training seeks to enhance the knowledge and capacities of AJC members on legal awareness, access to justice, conflict analysis, mediation, negotiation, and peaceful dispute resolution mechanisms. To facilitate these training sessions, qualified trainers are required in each target province.

Purpose of the Assignment

The purpose of this assignment is to deliver high-quality legal literacy and conflict resolution training to Access to Justice Committee members, enabling them to effectively contribute to community-level dispute resolution and justice processes.

Key Responsibilities

The Trainer will:

  • Prepare the training materials and agenda and share it to Sinor project officer.
  • Prepare and organize training sessions in accordance with the approved curriculum.
  • Facilitate participatory and interactive training sessions on:
    • Basic legal literacy concepts;
    • Access to justice mechanisms;
    • Community-based dispute resolution;
    • Conflict analysis and management;
    • Mediation and negotiation techniques;
    • Communication and facilitation skills.
  • Ensure active participation of all trainees throughout the training.
  • Conduct pre- and post-training assessments when required.
  • Document attendance and training proceedings.
  • Submit a brief training report highlighting activities conducted, participant engagement, key observations, challenges, and recommendations.
  • Coordinate closely with project staff throughout the assignment.
  • Adhere to organizational policies, safeguarding principles, and professional standards.

Deliverables

The Trainer shall provide:

  1. Successfully facilitated training sessions for AJC members.
  2. Completed attendance sheets and training documentation.
  3. Pre- and post-assessment results (if applicable).
  4. A concise training completion report submitted within two days after the training.

Duration of Assignment

The assignment will be conducted over a period of two (2) working days according to the approved project implementation schedule.

Job Requirements

Education

  • Bachelor's degree in Law, Sharia, Political Science, Social Sciences, International Relations, or a related field.

Experience

  • Minimum 3 years of relevant experience in training delivery, legal awareness, access to justice, peacebuilding, or conflict resolution programs.
  • Demonstrated experience facilitating community-based trainings.
  • Experience working with civil society organizations, community structures, or justice-related initiatives is preferred.

Skills and Competencies

  • Strong knowledge of legal literacy and conflict resolution concepts.
  • Excellent facilitation, communication, and presentation skills.
  • Ability to engage diverse groups of participants.
  • Strong report-writing skills.
  • Fluency in Dari and/or Pashto.
  • Ability to work effectively under tight timelines.
