Supply and Delivery of Construction Materials Lalpur District RFQ No.: ABM-ECL-NGR-2026-010

Afghanistan Blinds Management (ABM) invites eligible, qualified, and legally registered suppliers to submit quotations for the supply and delivery of construction materials, safety equipment, tools, and related items required for the rehabilitation of the Gul Dag Irrigation Canal in Lalpur District, Nangarhar Province.

The procurement includes cement, reinforcement steel bars, binding wire, sand, crushed aggregate, stone, boulders, canal control gates, shuttering materials, off-take wall frames, shovels, pickaxes, wheelbarrows, safety glasses, safety gloves, safety shoes, reflective jackets, and safety helmets.

The successful supplier will be responsible for the complete supply process, including sourcing, quality assurance, packaging, loading, transportation, off-loading, and delivery of the materials to the designated project location in Lalpur District. All goods must be new, unused where applicable, free from defects, and fully compliant with the technical specifications, quantities, quality standards, and delivery conditions stated in the RFQ.

Delivery will be made on a Delivered Duty Paid basis, meaning that the supplier’s quoted prices must include all costs associated with the supply and delivery of the goods, including transportation, off-loading, insurance, taxes, duties, fees, and incidental expenses.

The procurement supports the implementation of the “Resilience and Food System – FFI” project and the rehabilitation of the Gul Dag Irrigation Canal. The rehabilitation activities are intended to improve canal structures, water-flow regulation, irrigation efficiency, erosion protection, agricultural productivity, food security, and community resilience.

The contract will be awarded to the supplier whose quotation is administratively responsive, technically compliant, and offers the lowest evaluated price. ABM reserves the right to award the procurement in full, partially, or on an item-by-item basis, depending on operational requirements, available funding, and procurement considerations.
