About Agricultural Development Fund:
The Agricultural Development Fund (ADF) will act as a second-tier wholesale lending institution that will lend to intermediaries in the agricultural value chain, who will then on-lend to small commercial farmers, defined as farmers with 1-30 hectares. ADF is capitalized by a $100 million grant provided by the United States Government to the Government of the Islamic Republic of Afghanistan to increase lending to the agriculture sector to create a more competitive agriculture sector through expanded agricultural production and increased incomes for agricultural households. ADF will lend directly and indirectly to banks, non-bank financial institutions, credit unions, microfinance institutions and non-financial intermediaries such as private farmer associations, farm stores, agricultural depots, food processors, agribusinesses and other market participants and informal providers of finance that support the development of agricultural value chains in Afghanistan and can enhance the supply of agricultural credit to the end-borrowers at the farm level. Until it transitions to the Government of Afghanistan in 2014, the ADF is managed by the Agriculture Credit Enhancement (ACE) program a USAID contract.
Job Description:
- To establish recovery action on all written off accounts as and when required.
- To assist in identifying the Recoverable and Irrecoverable from the total written off book and make recoveries from the recoverable portfolio as required.
- Adequate actioning of all accounts in terms of Written off recovery strategy to ensure maximization of recoveries and hitting the agreed target.
- Assist in ensuring that present and future departmental objectives are achieved by maximizing the recovery on Written off accounts.
- Develop recovery strategies for each case and follow up implementation of the approved strategy to ensure maximum recovery is made in line with the business strategies.
- Provide weekly and monthly report on progress of Recovery, Projections for recoveries and number of recoveries made within the specific time as required.
- Identify accounts with settlement and follow the laid procedure to ensure settlement is reached.
- Update new contacts obtained in the collections and recovery system for further records and follow up.
- Handle customer inquiries regarding outstanding balances and negotiate repayment plans when necessary.
- Maintain accurate and up-to-date records of all collection and recovery activities.
- Prepare regular reports on collection performance, recovery rates, and other relevant metrics for management review.
- Ensure all collection and recovery activities comply with relevant laws, regulations, and internal policies.
- Stay informed about changes in legislation affecting debt collection and recovery practices.
- Any other tasks assigned by the line-supervisor.
Job Requirements:
- Bachelor's Degree in Business Administration, Finance, Accounting, Economics, Education Literature or Mathematics or any other relevant Degree is preferred.
- 1-3 years of experience in loan collection, customer service and field work.
- Understanding of loan processing and credit policies.
- Knowledge of collection strategies.
- Ability to read financial records and customer account details.
- Strong communication and negotiation.
- Problem-solving skills.
- Fluent Pashto, Dari and English languages.
