About MATC:

The MATC is a UN Mine Action Service (UNMAS) supported project and plays a pivotal role in supporting the coordination of humanitarian mine action efforts. MATC provides vital technical support in areas such as Quality Management, Operations Coordination, Information Management, Planning and Priority setting, Gender & Diversity Inclusion, as well as Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) services to the Mine Action Programme of Afghanistan (MAPA) and Directorate of Mine Action Coordination (DMAC).

Role objectives:

The Quality Management Officer plays a crucial role in supporting humanitarian mine action activities across Afghanistan. Their responsibilities include quality assuring and quality controlling of the work of Implementing Partners (IPs) and providing technical support to IPs and the Directorate of Mine Action Coordination (DMAC) on the coordination, planning, implementation, and quality management of mine action activities at the regional level. 

The QMO works directly under the supervision of the QM Manager and will collaborate with other departments within the Mine Action Technical Coordination as needed, depending on the relevance of their functions.

Under this recruitment, the MATC is seeking to hire one female QMO to be deployed across Afghanistan. The position is expected to be based in Kabul with extensive travel across Afghanistan, however - depending on the personal circumstances of the successful candidate - another duty station within Afghanistan can be considered. The position may be relocated to another in Afghanistan depending on operational needs. As required, support for a Mahram to accompany the successful candidate will be available. The position will primarily focus on the quality management of Victim Assistance (VA) and Explosive Ordnance Risk Education (EORE) teams.

The recruitment will also be used to establish a roster/pool of experts of female QMOs to be recruited rapidly in case operational needs require it and additional funds are obtained.

Job Requirements:

Key Responsibilities:

The responsibilities of the QM Officer include but are not limited to:

  • Assist the QM Manager in the planning and implementation of quality management activities of humanitarian mine action - with a focus on EORE and VA - projects in Afghanistan.
  • Prepare the monthly Quality Assurance (QA) and Quality Control (QC) plan based on the set procedure and the instructions of the QM Manager.
  • Verify that mine action activities  are conducted in accordance with national mine action standards, SOPs, project proposal and work plans by conducting QA monitoring field visits on mine action projects and teams in the region, identify operational issues, provide recommendations for improvement and monitor the implementation of recommendations.
  • Conduct QC inspections on EORE & VA products (e.g. brochures, posters) and services and raise any identified issues along with recommendations for resolution.
  • Ensure that the resources of humanitarian implementing partners (IPs) are utilized effectively and efficiently.
  • Review and verify IPs' monthly progress and field reports (especially for EORE and VA) and send them to relevant departments for further processing.
  • Conduct or participate in regional level operations (focusing on EORE and VA) meetings as requested.
  • Track the IPs mine action projects productivity/progress against the plan and using IMSMA analysis tools.
  • Provide reports on mine action operations to the MATC and other stakeholders as requested.
  • Investigate incidents within mine action projects that involve women
  • Coordinate with IPs to ensure mine action requests are responded to in a timely manner, particularly when it comes to VA referrals and requests for EORE support.
  • Verify IPs field mine action documents are maintained properly.
  • Provide technical recommendations/suggestions to the QM Manager and MATC departments in accordance with the observations made during the QA/QC process.
  • Ensure that civilian casualty records  are properly collected, maintained and reported, and any required mine action response is provided by IP to the community where the accident occurred.
  • Conduct regular analysis of External and internal QA/QC output, using the IMSMA data.
  • Contribute in conduction EORE Training of Trainers (TOT) for female staff.
  • Develop case studies (success stories) of female beneficiaries promoting the vital role of the MATC in the implementation of the program, quarterly.
  • Conduct Community Impact Evaluations as requested
  • Carry out any additional tasks as requested by the QM Manager

  • Thorough knowledge of Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) projects
  • Thorough knowledge of EORE & VA AMAS and SOPs
  • The applicant must be proficient in Microsoft Office packages (Excel, Word, PowerPoint) and possess cross-functional team management, business writing, communication, and presentation skills.

  • IMSMA Knowledge/Certificate desired
  • Project Management Knowledge/Certificate is desired
  • EOD Level 2 is an advantage
  • EOD Level 3 is a distinct advantage
