About Afghan Family Guidance Association |AFGA:

Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of International Planned Parenthood Federation (IPPF).

AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF).

IPPF is an alliance of 151 family planning associations known as Member Associations which has projects in over 180 countries. IPPF continues to be the largest civil society provider of reproductive health information and services in the world.

Job Description:

Job Summary:

AFGA is seeking a qualified Health Project Officer. Reporting directly to the Project Manager, the Health Project Officer will support the effective implementation of project activities across targeted provinces and health facilities. Core responsibilities include conducting regular supportive supervision, strengthening the capacity of technical staff, collecting and analyzing project data, preparing internal reports, and maintaining accurate records. The Health Project Officer will also undertake additional tasks as assigned to ensure the successful achievement of project objectives.

 

Key Responsibilities:

  • Supervise and monitor project field activities and operations, assisting the Project Manager in overseeing health facilities (FHHs, static clinics, MHTs, FWCs, etc.) to ensure service quality in line with AFGA and MoPH standards.
  • Provide technical, logistical, and institutional support to Project Assistants at the provincial level, monitoring their ongoing activities.
  • Closely track the implementation of project activities and indicators as outlined in the project proposal and logical framework.
  • Support the implementation of capacity-building plans in coordination with the Project Manager and Project Assistants.
  • Contribute to the design, preparation, and delivery of training modules and curricula.
  • Conduct needs assessments, develop training plans, and facilitate training sessions.
  • Assess the skills, performance, and productivity of field staff (midwives, counselors), identifying areas for improvement.
  • Communicate effectively with management and collaborate with program teams to address learning gaps, resolve challenges, and meet emerging educational needs.
  • Maintain close contact with field teams, providing support and fostering collaboration with institutions and stakeholders.
  • Monitor the supply chain of commodities for FHHs, FWCs, and COMs, ensuring proper use of medicines, preventing shortages, and avoiding expiration.
  • Oversee monthly financial clearance of field teams with the finance department.
  • Collect, analyze, and compile monthly reports from Project Assistants.
  • Prepare comprehensive monthly project reports, including narrative summaries.
  • In coordination with the Project Manager, attend project-related meetings and webinars, representing the project and AFGA.
  • Perform other duties as assigned by the Line Manager

Job Requirements:

  • Medical Degree (MD) from a recognized university.
  • 5–10 years of professional experience with National and INGOs.
  • Minimum of 3 years of relevant project management experience with INGOs/NNGOs.
  • Demonstrated work experience in both hospital settings and NGOs.
  • Excellent communication skills with strong problem-solving abilities.
  • Proven capacity for effective teamwork and collaboration.
  • Ability to work in complex contexts and manage large-scale projects/activities.
  • Fluency in Pashto and Dari (spoken and written).
  • Strong professional command of English (written and spoken).
  • Proficiency in computer applications, including MS Word, Excel, and internet
