About the Company

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Summary

The Field Coordinator is responsible for ensuring effective coordination, implementation, monitoring, and follow-up of project activities at the provincial level. The incumbent will serve as the main operational focal point between the project management team, local authorities, community representatives, beneficiaries, service providers, and other stakeholders.

The Field Coordinator will support the successful delivery of project interventions by coordinating field activities, facilitating beneficiary engagement, monitoring progress, ensuring quality implementation, collecting field-level data, and providing timely updates and reports to the project management team. The position plays a critical role in ensuring that project activities are implemented effectively, inclusively, and in accordance with approved work plans, donor requirements, and organizational standards.

Key Responsibilities

1. Provincial-Level Project Coordination

  • Coordinate day-to-day implementation of project activities at the provincial level.
  • Develop and maintain provincial activity schedules in coordination with the Senior Project Officer and technical teams.
  • Ensure project activities are implemented according to approved work plans, timelines, and quality standards.
  • Coordinate with provincial authorities, community leaders, implementing partners, and other relevant stakeholders to facilitate smooth implementation.
  • Identify operational challenges and provide recommendations for timely solutions.
  • Support coordination between field teams and the project office. 

2. Stakeholder Engagement and Local Coordination

  • Establish and maintain effective working relationships with provincial government departments, district authorities, community elders, youth groups, women’s groups, private sector representatives, and civil society organizations.
  • Facilitate communication between project teams and local stakeholders.
  • Participate in provincial coordination meetings and relevant forums.
  • Support community entry processes and ensure respectful engagement with local communities.
  • Promote community ownership and participation in project activities.

3. Beneficiary Identification, Registration, and Follow-up

  • Support beneficiary identification and mobilization in accordance with approved eligibility criteria.
  • Facilitate beneficiary registration, verification, profiling, and documentation processes.
  • Ensure beneficiary records are accurate, complete, and updated.
  • Conduct regular follow-up with beneficiaries to monitor participation, progress, and challenges.
  • Support referrals and link beneficiaries with relevant services and opportunities where applicable.
  • Ensure inclusion of vulnerable groups, including women, youth, returnees, and disadvantaged community members.

4. Activity Implementation and Field Support

  • Coordinate and support the implementation of project activities, including:
    • Community awareness sessions
    • Skills development trainings
    • Entrepreneurship and livelihood activities
    • Employment-related activities
    • Community engagement events
    • Other project interventions as required
  • Coordinate participant mobilization, venue arrangements, logistics, and field-level requirements.
  • Supervise community mobilizers, facilitators, and temporary field personnel when assigned.
  • Ensure activities are implemented in a safe, inclusive, and participatory manner.
  • Collect participant feedback and communicate recommendations to the project team.

5. Field Monitoring and Quality Assurance

  • Conduct regular monitoring visits to project activity sites.
  • Verify that activities are implemented according to project plans, technical standards, and donor requirements.
  • Monitor attendance, participation, beneficiary satisfaction, and overall activity quality.
  • Review activity documentation, including attendance sheets, monitoring checklists, photographs, and reports.
  • Identify implementation gaps and recommend corrective measures.
  • Support technical teams in maintaining quality standards at field level.

6. Data Collection, Documentation, and Reporting

  • Collect and compile accurate field-level data related to project indicators and outputs.
  • Maintain updated beneficiary databases and activity records.
  • Prepare regular field reports, including:
    • Weekly updates
    • Monthly progress reports
    • Activity completion reports
    • Success stories and lessons learned
  • Document challenges, achievements, and recommendations from project implementation areas.
  • Support monitoring, evaluation, and learning activities.

7. Support to Monitoring, Evaluation, and Learning (MEL)

  • Support baseline, midline, end-line assessments, and other data collection exercises.
  • Assist MEL teams during monitoring visits and assessments.
  • Ensure timely submission of required monitoring information.
  • Collect beneficiary feedback to improve project interventions.
  • Contribute to the identification and documentation of best practices and lessons learned.

8. Coordination with Technical and Operational Teams

  • Work closely with technical specialists, trainers, case management teams, and project officers to ensure coordinated implementation.
  • Coordinate with logistics, procurement, finance, and administration teams to support field activities.
  • Provide timely updates on operational needs and implementation progress.
  • Support preparation of field activity plans and resource requirements.

9. Risk Management and Security Awareness

  • Monitor local conditions that may affect project implementation.
  • Report operational, security, or community-related risks to project management.
  • Ensure compliance with organizational security procedures during field activities.
  • Promote safe access and responsible engagement with communities. 

10. Accountability, Inclusion, and Safeguarding

  • Ensure project activities follow principles of accountability to affected populations.
  • Promote meaningful participation of women, youth, persons with disabilities, and vulnerable groups.
  • Ensure beneficiaries are treated with dignity, respect, and confidentiality.
  • Report safeguarding concerns through established mechanisms.
  • Promote gender-sensitive and conflict-sensitive approaches during implementation.

11. Project Closeout Support

  • Support completion of outstanding field activities during project closure.
  • Ensure beneficiary records, activity documentation, and field files are complete.
  • Support final monitoring visits, evaluations, and lessons-learned exercises.
  • Assist in archiving project documents and materials.

Job Requirements

  • Bachelor’s degree in Development Studies, Social Sciences, Public Administration, Business Administration, Economics, Project Management, or a related field.
  • Additional training in community development, livelihoods, monitoring and evaluation, or humanitarian programming is an advantage.

Professional Experience

  • Minimum of 3 years of relevant experience in field coordination, project implementation, community engagement, livelihoods programming, youth development, or humanitarian/development projects.
  • Experience working with NGOs, UN agencies, government institutions, or donor-funded projects is highly desirable.
  • Demonstrated experience working directly with communities and beneficiaries.
  • Experience in field monitoring, reporting, and stakeholder coordination.

Technical Skills and Competencies

  • Strong coordination and facilitation skills.
