About the Company

Afghan Wireless is Afghanistan’s first wireless communications company. When we began operations in 2002, we founded Afghanistan’s mobile communications industry by being the first enterprise to offer cell phone service to Afghan consumers and businesses. For well over a decade, Afghan Wireless has driven the rapid growth of our nation’s communications market, through its innovative development and deployment of global-class High-Definition (HD) Voice Communications, Internet, Data, and Mobile Payments Services. More than 6,000 people work for Afghan Wireless, and our Company is directly responsible for the creation of 100,000 jobs throughout Afghanistan.

Job Summary

Key responsibilities

  • Develop, operate, and troubleshoot assigned DWH/mediation services, models, and databases; maintain performance, capacity, availability, and secure access.
  • Develop source-feed integrations, CDR/event processing, ETL/ELT, parsers, and file/API/database interfaces using Python, SQL, Java, and Go as deployed.
  • Manage collection, transformation, loading, scheduling, job dependencies, service definitions, cron jobs, checkpoints, and auditable delivery status.
  • Build middleware/adapters with schemas, message mapping, validation, authentication, timeouts, retries, idempotency, error handling, and version compatibility.
  • Reconcile source-to-delivery counts and charging/billing totals. Detect missing, late, duplicate, malformed, and rejected records; report exceptions and track resolution.
  • Control redelivery and reprocessing with duplicate protection and reconciled outputs. Preserve live processing, original evidence, and rejected records under retention controls.
  • Maintain model integrity, retention, lineage, access, monitoring, backups, and tested recovery. Diagnose database, storage, throughput, and batch-window bottlenecks.
  • Diagnose incidents and implement fixes within assigned services. Maintain Git-controlled code, dependencies, automated tests, deployment/rollback procedures, and trained backup cover.

Integration responsibilities and delivery

  • Agree source-to-target mappings, schemas, control totals, filenames, schedules, latency, and acceptance checks. Maintain lineage from collection through transformation to delivery.
  • Deliver agreed data/interfaces to PENTAHO and Cedar; reconcile handoff totals jointly. Correct DWH/mediation defects and refer downstream defects to their owners.
  • Support Billing, CAMELOCK, GMLC and BI interfaces. Distinguish legacy/migrated feeds, environments, and filename/schema versions; test mapping, compatibility, and billing reconciliation before cutover.
  • Use Linux, Git, SQL, scripting and deployment automation; CI/CD, Ansible, Docker, workflow and monitoring tools where deployed. Manage runtime/client compatibility, secure configuration and secrets.
  • Maintain service inventories, repository history, ETL/parser code, schedules, schemas, interface specifications and runbooks. Coordinate changes, restore tests and recovery with IT-SAT, infrastructure, security and platform owners.

Working relationships and coordination

  • Work closely with RAFM, PS Core, Signaling/SPS, IN, HLR/HSS, Billing, OSS/BSS, IT Development, DWH & Mediation, PENTAHO, Cedar, BI, VAS, Network Information Security, IP/MPLS and IT System Administration (SAT) teams.
  • Develop and support data pipelines, middleware and adapters; validate service and provisioning workflows; reconcile charging and billing data; investigate incidents; and coordinate integration testing, secure access, controlled changes and recovery.
  • Agree interface specifications, data ownership, delivery schedules, reconciliation controls and support responsibilities with each system owner. These coordination interfaces do not change reporting to the DWH & Mediation Manager.

Key outcomes

  • Complete, accurate and timely source-to-delivery data flows with traceable reconciliation evidence.
  • Reliable warehouse and mediation services with tested recovery, controlled releases and usable runbooks.
  • Clear handoffs to PENTAHO, Cedar, Billing and BI, with agreed delivery controls and defect ownership.

Working arrangements and performance

  • Protect live services and data through approved access, tested changes, verified rollback and authorised production deployment or maintenance. Escalate unavailable access, unsupported dependencies and material risks; retain evidence of change and recovery outcomes.
  • Own assigned deliverables, usable documentation and trained backup cover. Agree priorities, capacity, escalation, planned maintenance and an on-call rota with the reporting manager; no individual is expected to provide continuous coverage alone.
  • The DWH & Mediation Manager sets priorities and reports to Director IT/IP/RAFM. Measures source-to-delivery completeness, accuracy, timeliness, reconciliation, repeat failures, and recovery readiness. PENTAHO, Cedar, Billing, CAMELOCK, GMLC, and other platform owners retain responsibility for their internal applications and processing.

Job Requirements

  • Bachelor's degree in Telecom Engineering, IT, Computer Science, or a relevant field.
  • Substantial hands-on production experience in telecom mediation and large data warehouses, demonstrated through personal coding, interface delivery, reconciliation, and incident resolution.
  • Fluent in one of the local languages (Dari, Pashto) and English (written and spoken).
  • Strong Python and advanced SQL engineering, with Java and Go development or integration maintenance appropriate to the deployed services.
  • Demonstrated CDR/event processing, ETL/ELT, parsing, orchestration, scheduling and data-quality engineering across large or continuously delivered datasets.
  • Practical warehouse modelling, database administration, query optimization, partitioning, capacity management, retention and lineage on relevant production database platforms.
  • Proven middleware/adapter development, secure API/file/database integration, schema evolution, retries, duplicate protection and failure recovery.
  • Demonstrated source-to-target and charging/billing reconciliation, controlled reprocessing, migration validation, backup restoration, and disaster-recovery testing.
  • Hands-on Linux, Git, scripting, access controls, automated tests, deployment automation, monitoring, and production troubleshooting.
  • Experience in telecom revenue assurance, fraud analytics, charging/billing, and subscriber/provisioning data; scalable warehouse performance; relevant PostgreSQL, MySQL/MariaDB, or other deployed warehouse experience; downstream ClickHouse interfaces where applicable are preferred.
  • This position is strictly an AWCC local resource hire. Shortlisted candidates are subject to further background screening, including verification of employment history and references, before appointment.
  • Demonstrate working ingestion, transformation, database changes, and reconciled handoffs. Explain source-to-target control totals, lineage, charging/billing reconciliation, and interface contracts with PENTAHO and Cedar as separately operated platforms. The role owns assigned upstream DWH/mediation processing and interfaces, not either receiving platform’s internal jobs.
  • Proven personal delivery of production systems, code or configuration changes and incident resolution, supported by clear technical documentation and accountable ownership of outcomes.
