Job Purpose
The Senior Pharmacy Officer is responsible for ensuring the effective management, procurement, storage, distribution, and rational use of medicines and medical supplies in Afghan Red Crescent Society health facilities and programs. The position supports the delivery of quality healthcare services by maintaining pharmaceutical standards, ensuring compliance with national regulations, and strengthening pharmaceutical supply chain management.
Key Responsibilities
1. Pharmacy Management
- Oversee pharmaceutical services across ARCS clinics, hospitals, and mobile health teams.
- Ensure proper storage, handling, dispensing, and documentation of medicines and medical supplies.
- Monitor stock levels and maintain uninterrupted availability of essential medicines.
- Implement pharmaceutical quality assurance and inventory control systems.
- Ensure compliance with ARCS policies and Ministry of Public Health regulations.
2. Supply Chain and Inventory Management
- Forecast pharmaceutical needs based on service utilization and health programs.
- Coordinate procurement, receipt, storage, and distribution of medicines and medical consumables.
- Monitor stock movements and conduct regular inventory reviews.
- Ensure timely reporting of stock status, expiries, losses, and consumption trends.
- Develop measures to minimize wastage and stock-outs.
3. Quality Assurance and Regulatory Compliance
- Verify the quality and validity of medicines received from suppliers.
- Ensure compliance with Good Storage Practices (GSP) and pharmaceutical guidelines.
- Monitor expired and damaged medicines and coordinate safe disposal processes.
- Support audits and inspections related to pharmaceutical management.
4. Technical Support and Training
- Provide technical guidance to pharmacists, pharmacy assistants, and health facility staff.
- Conduct training sessions on rational drug use, stock management, and pharmaceutical protocols.
- Develop and update pharmacy standard operating procedures (SOPs).
- Support capacity-building initiatives within ARCS health programs.
5. Monitoring, Reporting, and Documentation
- Prepare monthly, quarterly, and annual pharmaceutical reports.
- Analyse pharmaceutical consumption data and provide recommendations for improvement.
- Maintain accurate records of stock balances, distributions, and procurement activities.
- Contribute to donor and management reports as required.
6. Coordination and Collaboration
- Coordinate with health facility managers, procurement teams, and logistics departments.
- Liaise with the Ministry of Public Health, humanitarian partners, and suppliers on pharmaceutical matters.
- Participate in health program planning, assessments, and emergency response activities.
- Support medicine distribution during emergencies and disaster response operations.
