ECOH-Food Package Distribution

Emergency Care Organization for Humanity (ECOH) invites qualified and capable vendors, wholesalers, suppliers and food commodity businesses to submit competitive quotations for the supply and delivery of standardized food packages in Kabul Province.
This RFQ is intended to obtain a complete, comparable and transparent commercial offer for the commodities listed in Part 2. Bidders are expected to review the full RFQ and submit all information and documents requested.

An incomplete or non-responsive quotation may be excluded from further evaluation.
ECOH may award the requirement in whole or in part, subject to its procurement procedures, available funding and satisfactory evaluation. Issuance of this RFQ does not constitute a commitment by ECOH to purchase any quantity or to award a contract.

IMPORTANT INSTRUCTIONS TO BIDDERS:
• Bidders shall submit a complete quotation covering all five required commodities unless they clearly indicate the items for which they are quoting. ECOH may evaluate and award by item or as a complete package, as permitted by its procurement procedures.
• All prices must be quoted in Afghani (AFN) and must clearly state whether taxes, transportation, loading, unloading and any other charges are included or excluded.
• The quotation must be signed and stamped by an authorized representative of the bidder and must state the quotation date and validity period.
• Bidders must not disclose or rely on any internal ECOH budget, ceiling price or cost estimate. Vendors are expected to submit their best competitive market rates.
• Any clarification that could materially affect the RFQ will be communicated to bidders through an official written clarification or addendum. Verbal information will not amend this RFQ.

• ECOH may request clarification or supporting evidence from a bidder during evaluation. Such clarification must not be used to materially change the substance of the quotation or its price after the deadline.
• Late quotations may be rejected unless ECOH formally extends the deadline.
• Costs incurred by bidders in preparing or submitting quotations shall be borne entirely by the bidder.
