Job Summary

Job Description:

The HR Manager is responsible for leading and managing all aspects of human resources for HEARDO, ensuring effective recruitment, staff development, performance management, compliance, and a positive organizational culture.

The HR Manager works closely with senior management, program teams, Finance, and support departments to align HR strategies with organizational goals and donor requirements.

Duties and Responsibilities:

  • Develop and implement HR strategies, policies, and procedures aligned with HEARDO's mission, values, and donor compliance requirements.
  • Lead workforce planning, recruitment, and talent management to ensure the organization has the right skills and capacity.
  • Oversee performance management systems, including goal setting, appraisals, feedback, and staff development plans.
  • Ensure compliance with Afghan labor law, organizational policies, and donor HR requirements in all HR processes.
  • Manage employee relations, grievance mechanisms, disciplinary processes, and investigations in a fair and transparent manner.
  • Lead organizational development initiatives, including capacity building, succession planning, and change management.
  • Oversee HR administration, payroll coordination (with Finance), benefits, leave management, and HR reporting.
  • Promote a positive, inclusive, and safeguarding-focused organizational culture, with attention to gender equality and staff well-being.

Job Requirements

Job Requirements:

  1. Bachelor's degree in Human Resources Management, Business Administration, Social Sciences, or a related field.
  2. At least 3 to 5  years of experience in HR roles, preferably with an NGO or humanitarian organization in Afghanistan.
  3. Strong knowledge of Afghan labor law, international HR best practices, and donor HR compliance requirements.
  4. Proven experience in developing HR policies, systems, and leading organizational development initiatives.
  5. Excellent leadership, communication, negotiation, and conflict resolution skills.
  6. Strong analytical and problem-solving abilities; ability to manage multiple priorities under pressure.
  7. Fluency in English (written and spoken) and Dari and/or Pashto; commitment to safeguarding and ethical HR management.
