About People In Need:

PIN is a Czech, non-governmental, non-profit organization founded on the ideals of humanism, freedom, equality, and solidarity. People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the program has visibly grown and diversified but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

1. SCOPE OF PURCHASE

Qualified tender offers (bids) are sought from bidders for the following Supplies and Delivery of 600 Agriculture Kits.

Specific Conditions:

a. The prices should be inclusive of transportation and also taxes, 2% or 7% (based on the nature of registration)

b. Bank charges: All bank charges in Afghanistan other than Azizi Bank (approximately 1% of Total Contract Value) related to payment transfers shall be borne by the vendor. Vendors are advised to consider these charges in their price proposals when preparing their quotations. The organization will not be responsible for covering any payment transfer fees incurred.

c. A performance guarantee equivalent to 10% of the total contract value will be requested at the award stage. The guarantee must be submitted in the form of a bank guarantee.

d. The bidder offering wheat seeds shall confirm that the full required quantity, totaling 30.60 tons (30600 kg) of wheat seeds is available in its storage facilities at the time of bid submission.

e. The bidder shall maintain the availability of the full required quantity while participating in the tender evaluation process. PIN reserves the right to verify the availability of the stock through physical inspection and site visits at any stage during which the bidder remains under evaluation.

f. Prior to delivery, PIN reserves the right to conduct an additional inspection to verify that the required quantities remain available and comply with the Technical Specification.

Failure to maintain the required quantities, facilitate the inspection, or comply with the agreed delivery schedule may result in rejection of the bid or the application of contractual remedies in accordance with the contract conditions.

Late submissions will not be considered.

Bids received after the closing date “06/Sep/2026, 04:00 pm” will not be considered.
