Reference: TEO-SCI-Kabul-20769

Contract title: Provision of Classroom Desks and Chairs, including transportation, to Baharistan and Qadamjai Villages in Sancharak District, Boldiyan Village in Gosfandi District, and Ganj Abad Village in Kohistanat District, Sar-e-Pul Province.

INVITATION TO BID (ITB)

TEO is launching a “National Open Tender” and invites interested logistic companies to participate in the procurement procedure for the relevant service(s):

SECTION1- INSTRUCTIONS – Bidders are required to complete all sections of the attACHED table:

1- Supplier accepts TEO and Save the Children’s ‘Terms and Conditions, and that any work awarded from this tender process will be completed under the attached ‘Terms and Conditions of Purchase’.

2- The Supplier and its staff agree to comply with TEO, and SCI policies and code of conducts listed below.

3- The Supplier confirms it is not linked directly or indirectly to any terrorism related activity and does not sell any Dual-Purpose goods / services that may be used in a terror related activity.

4- The bidder confirms they are not a prohibited party under applicable sanctions laws or anti-terrorism laws or provide goods under sanction by the United States of America or the European Union and accepts that TEO and SCI will undertake independent checks to validate this.

5- The Supplier confirms it is fully qualified, licenses and registered to trade with TEO and Save the Children (including compliance with all relevant Afghanistan Country legislation).

This includes the Supplier submitting the following requirements (where applicable):

- Business registration certificate of Construction, Logistic or Furniture dealer in Afghanistan

- Tax Identification Number

- Bank account details by the name of company

- NID of President or Vice President

SECTION 2 – CAPABILITY, SUSTAINABILITY & FINANCIAL TERMS QUESTIONS (100%)

Instructions – Bidders are required to complete all sections of the below table

Experience:

1- Ensure 2 similar (furniture related) contracts indicating the furniture related activities provided which shows working in the similar/relevant area with UN, NGO/INGOs/ Government authorities for the last five years (from 2021 to 2026). The minimum value of both contract/PO should be at least, 40,000 USD during the last 5 years.

Note: If one similar/relevant provided, the contract amount should be 50% of above-mentioned contracts value.

Each contract will get 5 marks TEO will do the reference check if required

Company Financial Capacity (0-10 MARKS)

2- Company Financial Capacity (Bank statement of 25000 $ for maximum Score) bank statement.

The statement should be within 30 Days before ITB Deadline.

3- Supplier to provide work Plan for delivery of the desk and chair to each School Listed in ITB.

Delivery within 30 days 5 Marks

Delivery within 40 days 3 Marks

Delivery Above 40 days will get Zero Mark

4- Tax clearance letter for the year 2024/2025 (1403 & 1404) must be attached to tender documents.

Each Year Will take 2.5 Marks.

5- Supplier to provide written confirmation that physical samples of the proposed desk and chair will be provided before contract signature for technical and quality verification.

· Written confirmation signed and stamped by the supplier, clearly stating commitment to provide samples as per requested specification shown in Drawing attached with ITB within 1–5 working days of notification 10 Marks

· Confirmation provided with timeline → 5-10 days 5Marks

· No written confirmation provided → Zero marks

Note: If provided sample doesn’t meet the required specification then the marks will be deducted from the total score.

6- Supplier must provide a signed and stamped written confirmation stating No desks or chairs will be delivered unless written acceptance of the pre-delivery inspection is issued by SCI/TEO.

Written confirmation clearly pre-delivery inspection acceptance 5 Marks

No written confirmation provided → Zero marks

7- The bidder must provide a confirmation letter or clearly indicate in the response column that workers employed for the project will be hired from the local community. This ensures support for local employment and community engagement.

5 Marks: Bidder provides a formal confirmation letter and clearly demonstrates commitment to hire workers from the local community.

3 Marks: Bidder provides a statement in the response column but without formal documentation or partial commitment to local hiring.

8- Financial terms or Price

Please provide your quotations on quotation submission form based on the above criteria and attached docs and must be properly filled, signed, and stamped and must be returned along with other required documents requested in this RFQ (missing lot number, unit price and total price will disqualify bids).

All offers, in English language only, must be delivered to the office mentioned below Late bids will be rejected and disqualified.

Tender documents will be available from August 24, 2026, till August 29, 2026, interested tenderers may obtain the Tender Dossier in English at no cost from the ACBAR site.
