Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long-term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene. 

Main duty and Responsibility

Maternal and Newborn Health Services

·       Provide antenatal care (ANC) services including assessment, counselling, screening, and follow-up of pregnant women.

·       Conduct safe and clean normal deliveries according to national midwifery standards.

·       Provide postnatal care (PNC) services for mothers and newborns.

·       Provide essential newborn care including thermal care, cord care, breastfeeding support, and newborn assessment.

·       Identify high-risk pregnancies, obstetric complications, and newborn danger signs and ensure timely referral.

·       Provide counselling on birth preparedness, nutrition, breastfeeding, hygiene, family planning, and danger signs during pregnancy and postpartum periods.

·       Support family planning and reproductive health services according to national guidelines.

·       Assist in management and stabilization of emergency obstetric and newborn cases before referral when required.

·       Ensure proper infection prevention and control (IPC) practices in maternity and delivery rooms.

·       Maintain cleanliness and readiness of delivery rooms and maternity equipment.

·       Ensure proper sterilization and disinfection of instruments and delivery kits.

·       Support proper medical waste segregation and disposal according to national standards.

·       Monitor availability and proper use of medicines, delivery supplies, and reproductive health commodities.

HMIS and Reporting

·       Maintain accurate maternity registers, delivery records, patient files, and reporting tools.

·       Support timely preparation and submission of HMIS reports and reproductive health indicators.

·       Report maternal and newborn deaths, communicable diseases, and unusual health events according to procedures.

·       Support monitoring of maternal and newborn service utilization and outcomes.

·       Community and Coordination

·       Coordinate with CHWs, community leaders, and referral facilities to improve maternal and newborn healthcare access.

·       Participate in outreach services, awareness sessions, and community mobilization activities.

·       Promote institutional deliveries, ANC/PNC attendance, breastfeeding, and immunization uptake within communities.

·       Coordinate with provincial health authorities and partner organizations when required.

·       Ensure respect, confidentiality, privacy, and dignity for all patients.

·       Adhere to Concern’s safeguarding, PSEA, and Code of Conduct policies at all times.

·       Report protection, safeguarding, or security concerns through appropriate mechanisms.

·       Perform any other duties assigned by the line manager relevant to programme objectives.

Monitoring and Evaluation

·       Support routine monitoring activities and quality improvement initiatives.

·       Participate in supervisory visits, assessments, and performance reviews.

• Support the M&E team during field monitoring and assessments when required

Core Humanitarian Standards (CHS):

• The concern is committed to CHS to ensure downward accountability. CHS standards guide Concern activities in all stages both emergency and development projects /programs. In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.

To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams

Education and Experience:

  ü   Graduated from a recognized midwifery institute.

  ü   Valid midwifery practice license/certification from relevant authorities (Exit Exam passed).

  ü   Additional training in BEmONC, IPC, family planning, or newborn care is an advantage.

  ü   At least 2 years of experience as a midwife in BPHS/EPHS or humanitarian health programmes.

  ü   Good knowledge of BPHS and EPHS programmes.

  ü   Experience working in BHC/SHC health facilities is preferred.

  ü   Previous NGO experience in development and/or humanitarian response is an advantage.

  ü   Effective communication and interpersonal skills.

  ü   Ability to communicate clearly and sensitively with women, caregivers, and colleagues.

  ü   Good communication skills (written and spoken) in Dari and Pashto.

Basic English language skills are an advantage.
