PACTEC’s mission is to use aviation and information technology to relieve human suffering. Since 1998, PACTEC has been providing urgently needed flight support to the NGO and aid community throughout Afghanistan and particularly in remote areas. PACTEC’s turboprop fleet in Afghanistan currently consists of three Quest Kodiak 100 aircraft and one PC-12 aircraft.

Job Summary

Key Duties and Responsibilities:

1. Cash & Bank Management
  • Maintain secure custody of all cash-on-hand and bank cheque books.
  • Process all cash payments and bank transfers strictly based on approved payment vouchers and authorized signatories as per the Financial Approval Authority matrix. 
  • Prepare and process cheque withdrawals from the bank for operational cash needs, ensuring all cheque requisitions are properly authorized and documented using Bank Withdrawal Form.
  • Prepare Bank Deposit Form for every bank deposit and ensure deposit slips are returned and filed. 
  • Ensure no payment is made without complete supporting documentation and valid approvals.
  • Maintain a list of phone top-up cards and distribute them to the employees at the end of each month.
  • Receive, count, and securely store cash and cheques, issuing official receipts for all incoming funds.
  • Ensure cash boxes do not exceed the maximum limits set in the Cash Box Matrix.
2. Cash Counts & Reconciliation
  • Perform daily cash counts at the end of each day using the Cash Count Sheet to reconcile physical cash with the cash journal and immediately report any discrepancies to the Finance Manager.
  • Prepare and print the cash journal on a weekly basis and ensure it is signed by the Finance Manager or Senior Accountant.
  • Conduct monthly cash reconciliations, ensuring the Cash Journal, Cash Count Sheet, and accounting system match exactly, all signed by the Cashier, verified by the Senior Accountant, and approved by the Finance Manager.
  • Conduct regular spot checks and surprise cash counts to ensure the security of funds.
3. Record Keeping & Documentation

  • Maintain an accurate and up-to-date daily cash journal with all entries clearly coded and described.

  • Maintain a complete and organized filing system for all cash vouchers, payment vouchers, receipts, cheque requisitions, bank statements, and transfer confirmations that is easily accessible for audit.

  • Maintain a proper cheque register to track all issued, cancelled, and voided cheques.
  • Ensure all financial documents (invoices, receipts) are checked for validity, approval signatories, and correct account codes.
  • Ensure all receipts contain required information as per policy.
4. Cash Advances & Clearance

  • Process cash advances using Cash Advance/Purchase Request Form and ensure all advances are cleared within five working days.

  • Verify that no individual holds cash advances for more than 3 jobs at one time based on the related policy.

  • Process Cash Advance Reconciliations using Cash Advance Reconciliation
  • Ensure all remaining cash is returned in the same currency that was advanced. 
5. Internal Controls & Compliance

  • Ensure strict adherence to the segregation of duties according to the cash & procurement policy.

  • Maintain a second copy of cash safe keys in a sealed and signed envelope for emergency use.

  • Immediately report any suspected fraud, irregularities, or misuse of funds to the Finance Manager.

  • Maintain confidentiality and integrity in handling all financial information.
6. General Support

  • Support financial audits by providing necessary documentation and records.

  • Assist in monthly bank reconciliations.

  • Process employee salary advances and loans, Medical and educational allowances, as per policy.

  • Perform any other relevant duties assigned by the Finance Manager.

 

Job Requirements

 

·        Education: Bachelor's degree in Finance, Accounting, Business Administration, or a related field.

·        Experience: Minimum of 2–3 years of relevant experience in cash handling or finance roles, preferably with a national or international NGO.

·        Knowledge: Strong understanding of basic accounting principles, internal controls, and cash management.

·        English: good reading, writing, and verbal skills required

·        Loyal, honest, hardworking, and willing to learn

·        Professional in manners and appearance
